<title>International collaboration for a just and sustainable response to climate change</title>
<description>Down to Earth seeks to act as a “bridge” between Indonesia and Europe, taking a collaborative approach to working with partners inside and outside Indonesia for capacity-building, information dissemination, translation, and advocacy for environmentally sustainable policies and practices.  Specific areas for research and campaigning are agrofuels and natural resources extraction.  Local communities in Indonesia are supported to defend their livelihoods and resource rights, and to promote sustainable community-based natural resource management systems – with a special focus on those which include initiatives to adapt and/  or mitigate climate change.  The partner is an active member of Indonesia’s Civil Society Forum on Climate Justice.</description>

<title>Promoting human rights, peace and democracy in Indonesia</title>
<description>TAPOL (which means political prisoner in Indonesian) is a veteran human rights organisation originally set up in 1973 specifically to campaign for the tens of thousands of political prisoners who were then being held in Indonesia.  Over time TAPOL’s mandate expanded to cover campaigning for human rights in general in Indonesia and East Timor.  Since East Timor gained its independence, TAPOL’s involvement has gradually been phased down to focus primarily on Indonesia.  In 2007, in response to the democratic changes taking place in Indonesia, TAPOL’s mandate changed again to cover promotion of peace, and support to the Indonesian people in their progress towards democracy, with a special focus at present on Papua.</description>

<title>Helping citizens’ groups and policy makers to work together for community security in Aceh</title>
<description>This project addresses what is known as “Security Sector Reform (SSR)”.  Any society which has recently emerged from a period of civil conflict, like Indonesia’s Aceh Province, is liable to remain insecure and dangerous because its social systems have broken down and become geared towards violence.  SSR seeks to foster the return to normalcy through promoting good governance and the rule of law, establishing good practice and firm discipline in the security forces (army and police), reintegration of ex-combatants, and so on.  Experience shows that SSR can’t be imposed from outside by the government or the international community: local citizens must be directly engaged in the process.  Our partner KontraS-Aceh (Commission for the Disappeared and Victims of Violence – Aceh) therefore works on this issue with grassroots organisations in ten conflict-affected districts.  They train local focal points to monitor regional government budgets, and to investigate and record any cases of police or army involvement in human rights abuses or violence.  This project is part of the Aceh Peace Programme.</description>

<title>Helping local communities in North Aceh to reduce their vulnerability to disaster</title>
<description>SKS, which stands for Solidaritas Kelompok Sipil (Civil Solidarity Group), was formed after the December 2004 Tsunami, and received CAFOD support to build houses to replace those destroyed in the tsunami.  Through this work SKS developed good relations with both local communities and local government in its target area of North Aceh.  Since 2010 CAFOD has supported SKS’ efforts to establish a disaster preparedness network covering seven of the villages, and also to help the villagers put drought-affected land back into food production.  The communities are being supported to draft village development plans which include Disaster Risk Reduction (an approach which seeks to identify and reduce vulnerability to disasters before they happen), together with measures to adapt to climate change in order to ensure that the development work will be sustainable.  At the local government level SKS will conduct workshops and public hearings in order to raise awareness and understanding of disaster risk reduction and climate change amongst decision makers, so they can be fully incorporated into development plans.  SKS hopes to improve on the relationship between grassroots communities and local authorities and that they will support each other in the mainstreaming of disaster risk reduction into planning. In implementing this project, SKS will meet regularly with YPK, which is doing similar work in West Aceh, to share experiences and learning and start to develop provincial level advocacy initiatives.  </description>

<title>Helping local communities in West Aceh to reduce their vulnerability to disaster</title>
<description>CAFOD supported YPK in past years to establish micro-credit institutions, known as LEMs, in nine villages in West Aceh.   These LEMs made small loans available to local people who were badly affected by the December 2004 Tsunami or by the widespread violence and conflict which prevailed in Aceh in the years leading up to the tsunami disaster.  The loans were to enable them to resume their former livelihoods or else start new businesses.  Since 2010, YPK has been working with the same villages to establish community-based organisations which are then supported to draw up Action Plans for disaster preparedness and adaptation to climate change.  YPK also holds workshops and disaster mapping exercises at district-level, to help the local government link up with the efforts of the grassroots communities and so foster the mainstreaming of disaster risk reduction.  In implementing this project, YPK will meet regularly with SKS, which is doing similar work in North Aceh, to share experiences and learning and start to develop provincial level advocacy initiatives.  </description>

<title>Promotion of human rights and democratic reform in Aceh</title>
<description>Lembaga Bantuan Hukum (LBH), the Legal Aid Foundation, provides free legal aid to people covering economic, social, civil and political rights. LBH also works to strengthen the capacity of communities which have become victims of human rights abuse, particularly in enabling people to stand up to any attempt to misuse the law to their disadvantage, and to promote an honest and fair judiciary system and judiciary process.  As a respected legal institution, LBH has played a key role in legal reform in Aceh, and has been supporting the local government in drawing up legislation. LBH has seven branch offices as well as its main office in Banda Aceh, and the CAFOD-supported project covers nine districts throughout Aceh.  As part of its overall strategy of helping the Acehnese people to restore the rule of law following a lengthy period of civil conflict (which only ended in 2005) LBH advocates for the setting up of a Truth and Reconciliation Commission after the model pioneered in South Africa in the 1990s.  This project is part of the Aceh Peace Programme.</description>

<title>Emergency response and capacity building in Karo and Dairi</title>
<description>CAFOD’s grant enabled the local Caritas organisation in the Archdiocese of Medan to respond usefully to a serious emergency following the eruption of Mt Sinabung in August 2010, by distributing relief assistance to meet the basic needs of 600 families.  The balance of the grant is being used to provide training for 60 key people (government officers, staff of non-governmental agencies and youth leaders) in Karo and Dairi Districts, which are very vulnerable to volcanic eruptions and earthquakes, so they will be better prepared when another next emergency arises.  </description>

<title>Promotion of human rights and democratic reform in Aceh </title>
<description>Thanks to matching funding from the EU, this project is complementing and continuing the work started by the legal aid organisation Lembaga Bantuan Hukum (LBH), under an earlier project 2010-11.  LBH also works to strengthen the capacity of communities which have become victims of human rights abuse, particularly in enabling people to stand up to any attempt to misuse the law to their disadvantage, and to promote an honest and fair judiciary system and judiciary process.  As a respected legal institution, LBH has played a key role in legal reform in Aceh, and has been supporting the local government in drawing up legislation. LBH has seven branch offices as well as its main office in Banda Aceh, and the CAFOD-supported project covers nine districts throughout Aceh.  LBH seeks to raise awareness of how local laws contradict international human rights standards, promote a transparent and accountable judiciary and judicial processes, as well as to mobilise civil society support and stronger commitment from key decision-makers for the establishment of a Truth and Reconciliation Commission and a Human Rights Court.  This project is part of the Aceh Peace Programme.</description>

<title>Rehabilitation support for local villages following the eruption of Mt Merapi</title>
<description>CAFOD provided emergency funding to the local diocesan Caritas organisation for relief and rehabilitation following the 2010 eruption of the local volcano, Mt Merapi.  Further funding was subsequently approved for a participatory process with the local communities in three villages to assess their risks of another disaster, and get ready to be able to cope better in future.  (The three selected villages are outside the main danger zone, which the government is trying to keep clear of settlement, but Mt Merapi is a very active volcano, and it’s only a matter of time before there’s another major eruption.  There may also be other environmental risks in the area.)  To be ready for whatever might come in the future, the villages do need to recover fully from the recent damage.  So as well as disaster preparedness, the partner will provide assistance to the neediest households to recover their capacity to earn their living, and support the rehabilitation of safe drinking water supplies which were destroyed in the latest eruption.  </description>

<title>Consolidating the Caritas network in Indonesia</title>
<description>CAFOD is the official member for England and Wales of Caritas, an international coalition of 165 Catholic aid organisations which forms the largest humanitarian and development network in the world, and as such we recognise a special responsibility to provide capacity-building support to other Caritas organisations.  Effective Caritas organisations in those areas are a front line of defence for the local population: they are on the spot and can respond immediately, mobilising local volunteers and local resources.  They also have the potential to work with local communities, civil society and government institutions on Disaster Risk Reduction (DRR), an approach which seeks to identify and reduce vulnerability to disasters before they happen.  Caritas Indonesia (Karina) was formed in 2006, and mandated by the Indonesian Catholic Bishops’ Conference to serve as the national co-ordinating, animating and facilitating body for the diocesan Caritas organisations throughout the country.  This project, which CAFOD supports in collaboration with a number of other Caritas organisations, has two components.  The first aims to help the diocesan partners to strengthen their sense of Caritas identity, to develop and strengthen their vision, mission and mandate based on Caritas principles, and to professionalise their organisational capacity.  Under the second component, which focuses on DRR (a key Caritas activity in Indonesia), some of the more experienced diocesan organisations are helped to share their learning about networking and community empowerment, while less experienced organisations are given training and supported to develop Disaster Preparedness Action Plans.

<title>Climate justice through practical adaptation and participatory learning</title>
<description>CSF (Civil Society Forum for Climate Justice) is a network of organisations working to promote good environmental practice in Indonesia and a serious practical response to climate change, which is already impacting on the lives of poor farmers and fishworkers in many parts of the Indonesian archipelago.  CAFOD will provide resources to CSF and its members to support and develop the coping strategies of vulnerable communities seeking to respond to the effects of climate change, through support to local learning circles in three locations to spread and exchange knowledge and good practice in mitigating impact of climate change; to link up the local experience to the national level through establishment of a multi-stakeholder learning circle which will map vulnerability and develop a clearer understanding of climate change; and to engage in media publicity and advocacy at local, national and global levels to influence policy changes on climate change.</description>

<title>Campaign to combat energy poverty in Indonesia</title>
<description>Indonesia's reliance on fossil fuels for electricity generation contributes substantially to high carbon emissions which are generally believed to drive climate change.   At the same time there is widespread energy poverty within the country.  Electricity is subsidised, but this subsidy mainly benefits the better off: 35-40% of the population do not have access to electricity, and a great many areas - especially rural areas - have an inadequate supply.  Poor families have no choice but to pay high prices for alternative sources of energy, and this has a huge negative impact on livelihoods and on children's schooling, helping to keep them in the poverty trap. Regular allocations are budgeted by the government to address energy poverty, but none of the projects supported with this money appear to produce any sustainable result.  IESR proposes a six-month campaign to address the issue.  The activities will include production of new and updated campaign materials and policy briefs, and the drawing up and launch of an Action Plan through a process involving new research and a series of dialogues with national-level stakeholders including key government agencies, businesses and NGOs.  Among the knock-on benefits are expected to be a general raising of public awareness about the issue, and enhancing impact of a special fundraising appeal for a pilot project to work with a selected small community to develop practical, sustainable solutions to its energy needs, with a demonstrable impact on livelihoods: this pilot will serve as a model of good practice for government agencies and other actors, showing what can be achieved.  </description>

<title>Support to Down to Earth and Tapol on strategic development</title>
<description>As a result of the refocusing process, CAFOD is phasing out of eight countries, one of which is Indonesia. As part of the Indonesia country programme, CAFOD has partnered with Down to Earth (DtE) since 1989 and Tapol since 2001. DtE and Tapol are long established in the UK, both working on aspects of human rights in Indonesia, working closely with Indonesian partners.  

In 2012, DtE and Tapol were informed by CAFOD and Cordaid, two of their major donors, that funding would be cut and the last grants would be made this financial year (2012/13). Given the close working relationship between the two organisations and the overlapping priorities, DtE and Tapol have started to discuss ways of working more closely together. The two organisations would now like to bring in an external consultant to undertake a study over a period of 10 days of the parameters of closer functional working. This will involve research in Indonesia, as well as with stakeholders based in the UK.

The consultant will deliver one report of between 10-20 pages giving feedback and associated costings on the options proposed by the staff and Board of the two organisations: strategic alliance, functional alliance, part merger or full merger. The report will also provide recommendations of where the greatest benefits to both organisations would come.

Given CAFOD’s longstanding partnership with the two organisations, CAFOD will support them to fund this consultancy as part of a responsible exit strategy, in order to contribute to the strategic development of the two organisations.

<title>Scoping study for a SE Asia regional campaign on the UN's 'sustainable energy for all' initiative</title>
<description>Access to modern, sustainable, safe and affordable energy services in developing countries is an essential step to poverty reduction and sustainable development in a time of increasing environmental threats. Globally 1.3 billion people still lack access to any form of electricity and 2.7 billion still cook over open fires. More than 95% of people living in energy poverty are in sub-Saharan Africa or in Asia. 

A renewed political focus on tackling energy poverty is emerging through the post-Millennium Development Goals (MDGs) discussion - energy access is often referred to as the “missing MDG” - and also through UN Secretary General Ban Ki Moon’s Sustainable Energy for All Initiative (or SE4All).  This initiative has 3 objectives to be achieved by 2030: ensuring universal energy access; doubling the share of renewables in the global energy mix; and doubling energy efficiency globally. Ban Ki-moon has stated that civil society is central to this initiative, yet there are no clear action plans on how to engage civil society or those living in energy poverty at either international or country level. Civil society organisations are also concerned with the unclear definition of the goals and lack of clarity over delivery, monitoring and accountability frameworks.  

Over the next 12-18 months, SE4All will move into its operational phase in over 60 countries. The focus will shift to the national level engagement, with countries undertaking Gap Analyses of their energy sectors and developing National Action Plans (NAPs) to achieve the SE4All goals. 

CAFOD will support Institute for Essential Services Reform (IESR) to carry out a scoping of the opportunities for civil society organisations in SE Asia to engage with sustainable energy access advocacy, using the SE4All initiative as an entry point. Scoping activities will include awareness raising/policy mapping, advocacy mapping and advocacy strategy development, as well as participation in meetings with other CAFOD partners globally that are working on sustainable energy access for all. 

This scoping study will provide IESR with evidence to develop a regional campaign on SE4All, which will aim to support civil society in SE Asia to influence national energy planning and to assess the role of access to sustainable energy services in delivering national development objectives. </description>

<title>Institutional support to Caritas Indonesia</title>
<description>Caritas Indonesia (Karina) has recently completed its five year strategic plan, which was supported by CAFOD and a number of other Caritas agencies, and is now finalising the new strategic plan for 2013-2017, which will be rolled out from January 2014. In this period of transition, Karina has identified five key areas where support is needed to enhance Karina’s ability to implement the new strategic plan.

1) Karina has recently seen a change of leadership, restructure and new salary scale. This is causing confusion amongst staff and disconnection between team members. It is important to support Karina through these changes to ensure the team is effectively operating and able to roll out the new 5-year strategic plan.

2) Whilst the strategic plan has been drafted, how it will be rolled out still needs to be identified. More concrete targets and annual achievements need to be developed. Karina will hold their annual meeting in May 2013 and diocesan Caritases will be invited to participate in designing the operational plans for 2013-2017. This will foster ownership amongst the diocesan Caritases of the national Caritas’s programmes and activities.

3) Both Karina and donor Caritas agencies have long expressed concerns with Karina’s financial management systems, and Caritas Australia has supported Karina to install new software. However, Karina is still in need of support from a financial consultant to learn how to use this new system and link it to Karina’s overall financial control mechanisms. 

4) Karina needs to maintain its strategic position with the Bishops Conference of Indonesia (BCI) and build links with other Commissions within the BCI, including the Justice and Peace Commission and the Gender and Women’s Empowerment Commission, to ensure the Commissions complement one another and meet the needs of the communities in the dioceses within which they all operate. 

5) Recognising the reduced funding available from international Caritas agencies, Karina has developed a new fundraising strategy. One of the first activities is to more actively promote its work and values within Indonesia in order to generate interest and raise funds, including documenting and publicising their activities in reports and bulletins. </description>
