<title>Support for migrant workers in Lebanon</title>
<description>Domestic migrant workers in Lebanon are among the least protected workers of the labour force. They work in an unregulated and undervalued job sector, and they are at high risk of abuse and exploitation.  Through the Caritas Lebanon Migrant Centre, CAFOD supports the Laksetha project to provide general welfare and support services, and crisis intervention facilities, for migrant workers (mainly young women in domestic roles) under severe stress.  The Laksetha centre provides a refuge but also a place to find support and seek guidance.  Through visits to Beirut detention centres the project staff can identify special cases of hardship, those in need of medical attention, psycho-social support or secure accommodation, and act to provide necessary refuge, care and legal aid.  The Migrant Centre also works to educate the Lebanese public and decision-makers about the rights that should be afforded these workers, and hopes in the future –  through co-operation with governmental and other non-governmental agencies – to see legislation put in place establishing clear legal rights and protection for migrant workers in contrast to the existing labour legislation that excludes them.</description>

<title>Empowerment, employment and advocacy for Palestinian women</title>
<description>The work of Association Najdeh (AN) is aimed primarily at the Palestinian refugees who comprise about 10% of the population of Lebanon and who, even if born in Lebanon, continue to be classed as foreigners.  Legal restrictions severely limit their employment options, and Palestinian women wishing to seek work are also restricted by traditional attitudes within their community which oppose women working outside the home.  The four target locations of this project are the Ein El Hilweh, Beddawi and Nahr el Bared official refugee camps, and the Saida gatherings poor Lebanese people living near the camps are also eligible for inclusion, and may comprise up to 20% of total numbers.  A key factor in empowering women, and building up their confidence and leadership capacity, is to increase their chances of securing paid employment, and to this end AN provides access to skills training and job placement support.  AN is also conducting a comprehensive campaign of advocacy and awareness-raising on women’s rights, using interactive theatre, posters, flyers and newsletters; also through setting up of women’s committees and encouraging women to participate in the Popular Committees (semi-official organisations which co-ordinate municipal services within the refugee camps).  Fact-finding surveys and awareness-raising sessions are organised on domestic violence, and special efforts are made to recruit male volunteers to raise awareness about this issue among men.  Women who are found to be experiencing abuse can be referred for counselling, advice and legal or psychiatric support.  The project includes activities for building up AN’s organisational capacity, and encouraging the dissemination and sharing of information and learning through the gender networks AISHA (the Arab Women’s Forum) and Palestinian Women's Forum (PWF).</description>

<title>Bridging funding for Caritas Lebanon to assist Syrian refugees</title>
<description>The conflict in Syria escalated in July 2012 and so far 51, 665 Syrian refugees are registered with UNHCR in Lebanon. Caritas Lebanon is providing emergency assistance to Syrian and other refugee populations entering Lebanon. Their work is mainly concentrates mainly in the Bekaa valley and was funded by a CI Appeal. With media reports of an additional massive influx of refugees expected in Lebanon, CRS emergency response personnel were deployed to Lebanon to make an assessment of Caritas LEbanon's current capacity and actions to scale up their operations if a surge was required. The assessment concluded that Caritas Lebanon was understaffed to deal with growing numbers of Syrians entering the country and seeking refugee. Following a submission of a detailed bridging budget for extra Caritas Lebanon staff, it was agreed that CRS and CAFOD would jointly fund this budget, before a second phase CI Appeal was prepared, launched and funded.

<title>EA29/2012 Lebanon Syria crisis</title>
<description>Since the unrest began in Syria in March 2011, thousands of Syrians have fled their villages along the border and sought refuge in Northern Lebanon, mainly in Wadi Khaled and in the Bekaa valley. Currently, there are 398,478  refugees officially registered with UNHCR in Lebanon, but other actors in the international community believe the actual number to be upwards of 1million. As such, there are a significant number of refugees in need of assistance, with new families arriving daily.
 
This eight-month EA (six months activities and two for final reporting) responds to the needs of 3,000 extremely vulnerable refugee households 
 , aiming to achieve the following outputs:
 
- 3,000 households receive 3 food assistance packages; 500 pregnant women receive an additional $25 food coupon with each package
 - 3,000 households receive basic assistance through distribution of bed sheets, towels and hygiene kits; 1,000 of the most vulnerable households receive a mattress
 - 3,000 households receive winterization items (wool blankets); 1,000 of the most vulnerable households receive 1 heater and 1 fuel coupon valued at $150 each
 - 200 of the most vulnerable households receive specialized financial assistance for rent ($200/month for two months)
 - 100 of the most vulnerable households are referred to a shelter
 - Extremely vulnerable refugees receive mental and physical health assistance
 - 1,000 individuals consult the Caritas Lebanon health services through the 2 mobile clinics and the 1 medical center
 - 500 individuals, especially victims of trafficking and SGBV, have access to individual counseling and other supportive services; 50 of the most severe SGBV cases receive an SGBV support package 
- 1,000 women and children improve their well-being through group counseling and psycho-social activities.
 
The total budget for this proposed emergency response is US$2,237,268, equivalent to €1,786,167.
 
An extension for this EA appeal has been submitted. </description>
